5lb arm curls with enough reps are going to tone your arms, simple as, especially if you have low muscle mass and volume to start with. Fuck, even using your own muscles as resistance will tone you and ADD MUSLCE MASS.

Power clean: can't really cheat, unless you're doing a squat clean and calling it a power clean.
If you're a powerlifter form is going to matter a lot more, but if you're a bodybuilder maybe not. Hell, maybe using higher weights and cheating can shock the body into producing more muscle and can help strength trainers too.
But regardless, no, using fucking 5 pound weights is not going to beat using heavier weights even if you're cheating your ass off. I don't do curls, but if I did, 5lbs would give me insignificant results no matter how many reps I did and how perfect my form was. If I used as much weight as I could, maybe 60 pound dumbbells, and cheated my ass off for every rep and it was hard, did the standard amount of sets and reps bodybuilders do, it would make much more of a difference.
Using heavier weights is not going to make her "stacked".
