As a side note, the formula for the "inflammable material" seems wrong. I would imagine match-head powder and sugar would burn very slowly--preventing any real rupturing of containment (steel pipes in the pictured article).
Either way, the guide's focus is reckless endangerment of your fellow man. I do not believe that it falls into the category of Backyard Ballistics. I've placed it in Bad Ideas.
