They probably formed in the same way that the asteroid belt was formed, either a planet or a moon broke up into bits as it orbited or something like that.......
I do believe the rings are hydrogen but im not sure. they are most likely varied gasses and chunks/pieces of dense matter. I.E rock etc. there might even be a small amount of frozen h2o idk. look it up
Liquid water can't exist in outer space as it quickly boils off in a vacuum, but some water will freeze as well, and ice can exist. At a certain temperature, the ice will sublimate, but when it's low enough, it will stay as ice.
