Pshh. I'm not sure about all registered members, but maybe after 10 posts or something. I dunno. Personally I don't really like signing up to a forum and not being allowed an avatar, but it might entice people to post more.
Did you lower the registered users requirements? I saw a registered user with like 60 or 70 posts, yet Mrbenn above has 71 and is still an acolyte. Odd.
Regarding the avatar permissions, I don't see why not but its not my call.
If having a pic next to your name is what motivates people to post better quality sooner than I am all for this. But since we all know it won't change a given persons personality I say we just leave things as they are.

It was probab ly JoesephStalin who is DS. Dfg made him a regualr when he locked the DS account. He did this before the JS account reached the 100 post mark.

The promotions in vbulletin never seem to work 100% right for some reason, fucking annoying.
Oh dear god, that's nearly as bad as having massive images in your sig. It looks horrible!
I agree that HUGE images in sigs makes a forum very difficult to navigate. Having an avatar makes it easier to find posts by yourself though
