Need help on fish tank.

Okay so I own a 55 gallon fish tank. It sat empty for 4 years and I found it when I was digging through storage. I cleaned it out and set it up. I used water from the tap but I have been treating it for 3 weeks. Well my nitrates were off and I couldnt bring them under control so I decided to buy a chemical called Nitraban. I added 5 and a half cap fulls (One for each 10 gallons) And It got all cloudy inside. My dad came over and said he was draining his 150 gallon and was bringing his silver dollar fish over.
I told him about my tank troubles and he didnt seem to care. We put him in 2 days ago and the fish still hasnt died but he just hangs out at the bottom of the tank in a corner. Every now and then I see him in another part of the tank but always at the bottom. The tank has cleared up slightly but the nitrates are still bad. What should I do before I add anymore fish I took all the pro advice i could get. Anyone know how to manage fish tanks?
