The Chinese cyber attacks are particularly interesting. A lot of it is done by private entities as a form of corporate espionage.
You may recall Google left China about a year ago, with little tangible reason. Rumour has it that they left because of a serious gmail hacking attempt by the government.
We (the West) have a little bit of a problem with this, in that we're sitting ducks. We have nothing to gain by breaking into their systems, both China and Russia aren't exactly at the forefront of cutting edge research. Diplomatic espionage is better done in other ways and frankly the Chinese and Russians are pretty predictable.
That's not to say that we aren't going anything, there's been a significant push by the west to fortify their communications and the military has started to actively seek "cyber security analysts" .
