Working on user infractions.

Added the infractions, they are in beta mode and mods can't use them unless I give them the go ahead. I will test them if they work and then I will get approval from the community before finally giving the go ahead. The system is based on bans rather than infractions.

The Marketing Forum was added at the bottom. It was added for using Google ad sense in a manner that will get us some much needed money. I will explain it's process and how it works later.

Posts don't count in that forum nor do users get thread ratings in there.

Fixed the subscription problem. New users will have auto thread subscriptions with no notification.

New forum Infractions is added. Allowing mods to see who got infracted for what, also reported posts go into that section as well.

Oh after 10 days the unread threads will be read. It's normal since we're using DB to track the session.
