For example, if you have a security camera outside a restaurant mounted about 15 feet high and you are parked about 40 feet away would a camera be able to see in to car at night, also lighting where car is parked is very low . Would it be able to capture people inside?. Hypothetically camera is a Sony ipela.

Yep, the common sense dictates it can, but you just need to identify the model and see if it's IR etc. Chances are you just might get lucky.
Dogging?
I was rolling a J in my Missus' car and realised there was a CCTV camera next to us (4ft away, 10ft up or so) covering the area. Still, nothing came of it.
I used to work as a cab driver. Another driver who worked night shift got a ticket through the automated system so it was sent to the cab stand. My boss showed it to me and at first I didn't think much about it. But then I noticed that it said 4 am instead of 4 pm. It was like broad daylight and you could see the driver's face and shirt clearly.
It was creepy how much detail you could see. I know this intersection, and it isn't very brightly lit under normal circumstances at night. But that flash on the camera must really light the place up.
